Drafting Committee submits draft HoR Regulations to Speaker Aryal

KATHMANDU:- The House of Representatives Regulations Drafting Committee 2083 has submitted its report, including the draft HoR Rules of Procedures, to Speaker Dol Prasad Aryal today.

The Committee has in the Procedures including provisions related to session and conduct of meetings of the House of Representatives, chairmanship, presence of members, seating order, election, oath, daily agenda, business advisory committee, determination of time period, zero and special time, question and answer time, time for giving notice, amendment of notice, commencement of meeting, rules to be followed, speaking order, objections to the rules, method of submitting questions for decision, division, suspension of members and special powers of the Speaker.

The President’s address, vote of thanks, urgent public interest motion, attention-drawing motion, notice of adjournment motion, and procedures related to policies and programs have been included.

The Committee has, in the draft procedures, set a deadline of 30 days for the government to respond to the directives given through the Parliament and parliamentary committees.

Speaker Aryal, while accepting the report including draft procedures, said that the new rules presented will provide important guidance to advance the activities of the House of Representatives and subordinate thematic committees.

Committee Chair Ganesh Parajuli said that it has been ensured that the main responsibility of the executive is to hold the legislature accountable and the executive to provide business to the legislature. The draft report will be an important document to systematically advance parliamentary practice and activities as it includes the capabilities, expertise, and experience of all members, he said.

The fifteen-member drafting committee held fourteen regular meetings and finalised the report with more than 95 percent of the issues addressed unanimously, shared Chair Parajuli.

On the occasion, members of the committee representing the opposition parties in the parliament pledged their full cooperation and support in making the parliament more democratic, accountable and responsible. RSS
